General Permit (GP-013)

Non-HAP Drycleaning Equipment

This General Permit allows for the construction, installation, reconstruction, modification and operation of one or more of the following types of equipment located at a dry cleaning facility:

Non-HAP VOC Dry-to-Dry Machines where the facility uses less than 1000 gallons of Non-HAP VOC solvent per 12-month period.
Dry Cleaning Machines that use Carbon Dioxide (CO₂)

An owner or operator should check to see if air pollution control permits are needed prior to the installation and operation of any equipment not described in this permit.

Each facility may possess only one GP-013 at any time. A facility wishing to change this General Permit by adding new equipment or modifying existing equipment must follow the procedure listed in Applicability, Section III of the General Permit.

I. DEFINITIONS

The following terms, when used in this General Permit shall have the following meanings, unless the context clearly indicates otherwise.

"CO₂ consumed" means the total volume of CO₂ based upon purchase receipts or other reliable measures.

"Diverter Valve" means a flow control device that prevents room air from passing through a refrigerated condenser when the door of the dry cleaning machine is open.

"Dry cleaning" means the process of cleaning articles using Non-HAP VOC solvent or Carbon Dioxide (CO₂)

"Dry cleaning cycle" means the washing and drying of articles in a dry-to-dry machine.

"Dry cleaning facility" means an establishment with one or more dry cleaning systems.

"Dry cleaning machine" means a dry-to-dry machine

"Dry cleaning system" means a dry-to-dry machine and its ancillary equipment

"Dry-to-dry machine" means a one-machine dry cleaning operation in which washing and drying are performed in the same machine.

"Filter" means a porous device through which solvent is passed to remove contaminants in suspension. Examples include, but are not limited to, lint filter (button trap), cartridge filter, tubular filter, regenerative filter, prefilter, polishing filter, and spin disc filter.

"General Permit" means a type of standardized permit and certificate, issued by the Department under N.J.A.C. 7:27-8.8.

"Hazardous Air Pollutant (HAP)"means a pollutant listed in Table B of N.J.A.C. 7:27-22 Appendix A.

"Maximum Achievable Control Technology (MACT)" means a standard or rule promulgated under 40 CFR 63.

"Muck cooker" means a device for heating solvent-laden waste material to volatilize and recover solvent.

"Non-HAP VOC solvent" means a solvent used for dry cleaning that is defined as a VOC pursuant to N.J.A.C. 7:27-22 and is not listed as a HAP in Table B of N.J.A.C. 7:27-22 Appendix A.

"Non-HAP solvent consumed" means the total volume of Non-HAP solvent purchased based upon purchase receipts or other reliable measures.

"Perceptible Leaks" mean any solvent vapor or liquid leaks that are obvious from:

(1) The odor of solvent;

(2) Visual observation, such as pools or droplets of liquid; or

(3) The detection of gas flow by passing the fingers over the surface of equipment.

"Still" means any device used to volatilize and recover solvent from contaminated solvent.

"VOC" means " any compound of carbon (other than carbon monoxide, carbon dioxide, carbonic acid, metallic carbonates, metallic carbides, and ammonium carbonate) which participates in atmospheric photochemical reactions. For the purpose of determining compliance with emission limits or content standards, VOC shall be measured by test methods in the approved SIP (such as N.J.A.C. 7:27B-3) or 40 CFR Part 60, Appendix A, as applicable, or which have been approved in writing by the Department and are acceptable to EPA. This term excludes those compounds which EPA has excluded from its definition of VOC in the list set forth at 40 CFR 51.100(s)(1), which is incorporated by reference herein, together with all amendments and supplements.

II. AUTHORITY

This General Permit is issued under the authority of N.J.S.A. 26:2C-9.2. It shall allow for inspections and evaluations to assure conformance with all provisions of N.J.A.C. 7:27 An opportunity for public comment was provided on July 6, 2004.

This General Permit is issued in accordance with N.J.A.C. 7:27-8.1 et seq.

III. APPLICABILITY

This General Permit allows for the construction, installation, reconstruction, modification and operation of one or more of the following types of equipment located at a dry cleaning facility:

Non-HAP VOC Dry-to-Dry Machines where the facility uses less than 1000 gallons of Non-HAP VOC solvent per 12-month period.
Dry Cleaning Machines that use Carbon Dioxide (CO₂)

An owner or operator should check to see if air pollution control permits are needed prior to the installation and operation of any equipment not described in this permit.

Each facility may possess only one GP-013 at any time. If a facility wants to make a change to a source which has been registered under GP-013, a new general permit registration is required, unless the changed source would remain within the class of sources which qualify for GP-013, and the source would continue to be operated in accordance with the parameters set forth in the option chosen in the registration.

IV. EXCLUSIONS

This General Permit does not allow for the use of the following:

Any Perchloroethylene (PERC) Dry Cleaning equipment.

Equipment using more than 1000 gallons per year Non-HAP VOC solvent

Non dry-to-dry machines

Any NSPS source.

Any MACT source.

COMPLIANCE PLAN: Non-HAP VOC Solvent Drycleaning Operations

5.	This requirement is for all Dry-to-Dry non-HAP VOC solvent drycleaning equipment at this facility The Non-HAP VOC Solvent used at the facility shall not exceed 1000 gallons per 12-month period. 6.	The owner or operator shall inspect the dry cleaning system each calendar week during operation for any perceptible leaks including but not limited to: (1) Hose and pipe connections, fittings, couplings, and valves; (2) Filter gaskets and seatings; (3) Door gaskets and seatings; (4) Pumps; (5) Solvent tanks and containers; (6) Water separators; (7) Muck cookers; (8) Stills; (9) Exhaust dampers; (10) Diverter valves; (11) Cartridge filter housings; and (12) settling tanks. [N.J.A.C. 7:27-8.13(a)]	Inspect the dry cleaning system each calendar week during operation for any perceptible leaks. The owner or operator shall maintain a log of the dates of inspections and the locations of any perceptible leaks found and the corrective measures take to repair such leaks. 7.	The owner or operator shall drain all cartridge filters in their housing, or other sealed container, for a minimum of twenty four (24) hours, or shall treat such filters in an equivalent manner, before the removal from the dry cleaning facility. [N.J.A.C. 7:27-8.13(a)]	None.	None.	None.
8.	The owner or operator shall store any Non-HAP VOC Solvent or material containing Non-HAP VOC Solvent in covered containers with no perceptible leaks. [N.J.A.C. 7:27-8.13(a)]	None.	None. 9.	The ratio of Non-HAP VOC solvent purchased to dry weight of articles cleaned by a dry cleaning machine in each calendar year shall not exceed 9.9 pounds of Non-HAP VOC solvent per 220 pounds of dry weight of articles cleaned. [N.J.A.C. 7:27-8.13(a)]	The ratio of Non-HAP VOC solvent purchased to dry weight of articles cleaned shall be monitored by calculations each month during operation. The owner or operator shall calculate the ratio of solvent to dry weight of articles cleaned on the first day of every month by the following procedure: Sum the volume of all Non-HAP VOC solvent purchases (in gallons) made in each of the previous 12 months (use a consumption of zero for months in which there were no solvent purchases) and multiply by 8.5 lbs./gallon. Sum the number of loads cleaned in each of the previous 12 months (use a value of zero for months in which there were no loads cleaned) and multiply by the maximum capacity of the machine (in pounds). Divide the number calculated in 1 by the number calculated in 2. This is the ratio of Non-HAP VOC solvent purchased to dry weight of articles cleaned . The owner or operator shall maintain the following information: The chemical name of the Non-HAP VOC solvent used by the dry cleaning machine The volume of Non-HAP VOC solvent purchased (in gallons) each month. The maximum capacity of the machine (in pounds). The number of loads of clothing cleaned each month. The calculations performed in the monitoring requirement including: the weight of Non-HAP VOC solvent purchased (in pounds), the dry weight of articles cleaned during the previous 12 months (in pounds), and the ratio of Non-HAP VOC solvent purchased to dry weight of articles cleaned. All records must be readily accessible and available to the Department for a period of five years.
