NJPDES EDI IS NOW AVAILABLE!

Purpose

To improve data quality and the timely input of NJPDES Monitoring Report Form (MRF) data, including Discharge Monitoring Reports (DMRs), Waste Characterization Reports (WCRs) and Residual Transfer Reports (RTRs), NJPDES permittees now have the opportunity to submit their MRFs electronically to the New Jersey Department of Environmental Protection.  The Electronic Data Interchange (EDI) system has been created combining today's web technology with spreadsheet software technology.

How does it work?

The system is designed to closely mirror the existing manual operation.  Forms will be made available via our web portal NJ Online.  You will be notified via e-mail when forms are ready and available for download.  You will access the web portal and download your MRFs and enter your data onto an electronic MRF spreadsheet form.  When data entry is complete, the form is validated, locked and uploaded to the Department via the NJ Online web portal.  Upon uploading, an e-mail will be sent to the facility's Responsible Official advising them that a MRF is ready to be certified.  The Responsible Official will access the web portal, review the MRF and proceed to certify it.  Upon certification another e-mail will go out to the Responsible Official advising them of the successful certification of the MRF via the NJ Online portal.

Some of the benefits of using the NJPDES MRF EDI System are:

§         Timely Access to Recently Revised Forms

§         Timely Acknowledgement Upon Postmark

§         Immediate Status of Forms

§         What You See Is What We Get!!  No interpretation problems.

§         Possible reduction in reporting violations.

§         Cost efficiencies - No more stamps, or big envelopes to purchase

§         Storage efficiency, computer files stored in PC or other electronic storage media

What MRF forms can be submitted electronically?

§         Discharge Monitoring Reports (DMRs)

§         Waste Characterization Reports (WCRs), which includes Well Monitoring Reports

§         Residual Transfer Reports (RTRs)

How much does this service cost?

The New Jersey Department of Environmental Protection has provided the NJPDES EDI application as a service to our permittees and does not levy any fees for it's use. If you want to participate all you have to do is sign up and once approved begin to use the service.  However, the proper infrastructure must be in place.  See next question.

OK you've piqued my curiosity, what else do I need to participate?

§         Access to a Pentium computer or an equivalent (Athlon)

§         Internet Access

§         An e-mail address

§         Microsoft Excel (Optional)

§         Electronic Storage Capacity (CD, DVD, hard drive or other similar storage device)

§         An executed agreement between the NJDEP and the NJPDES permit facility's Responsible Official.

Request for Access

To sign up for participation in the NJPDES EDI program the Division of Water Quality requires that all potential participants fill out a NJPDES EDI Agreement form and return it to the Department.  The NJPDES EDI Agreement form outlines the conditions for participation in the NJPDES EDI program and advises the Department of whom the facility's Responsible Official and Facility Administrator will be.  In addition, the NJPDES EDI Agreement form advises the Department on what NJPDES permits will need to have their MRFs made available.

Once the NJPDES EDI Agreement form has been completely filled out, please remit to:

NJDEP - Bureau of Permit Management

P.O. Box 029

Trenton, NJ 08625-029

Attention:  Debbie Esposti

Access Granted

Once the Division receives the request it will conduct a review and either approve or deny it. You will be notified via e-mail. Upon approval your Facility Administrator will be given access to the NJPDES EDI program. Your Facility Administrator will be your point of contact for approving or denying additional users from having access to your MRFs.
